Elected as a Delegate in 2018, Jessica quickly established herself as an effective legislator and a key leader on voting rights, workers’ rights, and economic justice. She is known for her commitment to our schools, our environment, affordable housing, and affordable health care, including full access to reproductive health. Jessica listens to the community, asks tough questions, works with all stakeholders, and delivers results.
Jessica serves on the Ways and Means Committee where she is Chair of the Revenues Subcommittee and a member of the Election Law Subcommittee. She also serves on the Joint Committee on Cybersecurity, Information Technology and Biotechnology, the Maryland State Department of Education Office of Child Care Advisory Council, and the Fort Meade Community Covenant Council. She has served as Chair of the Howard County House Delegation for two years.

Prior to her current position, Jessica served as County Council Administrator and as Chief of Staff to the County Executive. She led efforts for full budget funding for education and to provide health care for uninsured residents, adopt the Downtown Columbia Plan, save Belmont Manor and Historic Park, expand agricultural preservation, and establish Howard County’s first public art program.
Jessica began her public service career as an AmeriCorps member in Volunteer Maryland, where she served at Maryland Volunteer Lawyers Service recruiting attorneys to provide pro bono services for low-income clients. That same ethic of service has continued to shape her life, and the AmeriCorps motto of “Get Things Done” has been a consistent theme throughout her career. Having managed, led, and excelled across multiple levels of government, she is the leader that others leaders turn to to get things done.
In addition to her extensive government experience, Jessica has served on various nonprofit boards, including NARAL Pro-Choice Maryland, Neighbor Ride, and the BWI Business Partnership and served as interim executive director of Luminus (formerly FIRN). She received her bachelor’s degree from Goucher College and holds a master’s degree in organization development from American University. Jessica and her husband Joshua live in Wilde Lake with their dog, Butters.
